The Talon was originally conceived as the successor to the "Bird-of-Prey" line of fast-attack vessels. Designed to fall somewhere in the TNG era and to complement the standard Warbird class of ships, it fills roughly the same role in the Romulan fleet as the Klingon Bird-of-Prey does for the Klingons.
